Judah Prero helps companies navigate the complex and evolving legal landscape governing chemicals, consumer products, sustainability initiatives, and environmental compliance. Drawing on experience in government, industry, and private practice, he advises manufacturers, distributors, retailers, and trade associations on regulatory requirements, compliance strategies, and advocacy before federal and state regulators. His practice focuses on laws and regulations administered by the US Environmental Protection Agency (EPA), including the Toxic Substances Control Act (TSCA) and Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and state chemical and product regulatory programs.
Clients turn to Judah for practical guidance on emerging regulatory challenges involving PFAS, flame retardants, pesticides, antimicrobials, fluorocarbons and other regulated substances. He also advises on extended producer responsibility (EPR) programs, recycling and circular-economy initiatives, and environmental marketing and sustainability claims. Judah works closely with companies to assess compliance obligations, respond to legislative and regulatory developments, and engage effectively with policymakers and regulators.
Previous Work
Prior to joining ArentFox Schiff, Judah served as Assistant General Counsel at the American Chemistry Council, where he was the lead attorney representing industry during the drafting and negotiation of the Frank R. Lautenberg Chemical Safety for the 21st Century Act, the landmark legislation that modernized the Toxic Substances Control Act (TSCA) for the first time in nearly four decades.
Earlier in his career, Judah served as an Assistant Attorney General for the State of Maryland, where he advised state environmental officials on regulatory, enforcement, and compliance matters. He also spent nearly a decade as Assistant Counsel with the New York City Department of Environmental Protection, advising on environmental, health, and safety issues, including air permitting, stormwater management, environmental review requirements, water quality programs, and advocacy before the New York State Department of Environmental Conservation.
